Google Ads is mainly for clients on a retainer, where the campaigns get ongoing attention. It also works as a one-off for a campaign with a fixed start and end date, such as a launch. Campaigns are set up in line with the strategy, then checked and adjusted regularly: search terms, negative keywords, bids, ad copy and the landing pages they send people to.
